That's not what Anon's post is about, but if you care about levels, then comparing the Champions

The level design is fine. It’s the level curve that’s bad. HGSS also objectively has the most content in the series regardless of how you feel about it.

Johto is considerably more compressed when it comes to levels and time between gyms though to compensate for the fact there's 16 of them in the game so its not a completely fair comparison.

Seems fair to me. The Kanto gyms are obviously the ones that got compressed to compensate for the higher number, not the Johto ones. Blue's strongest Pokémon is only 8 levels higher than Lance's strongest Pokémon in GSC, and only 10 levels higher in HGSS. Don't even get me started on GSC Janine.
