You're in luck on the competitive side. Great in UU, decent in OU.

I build him as a Special Tank, he's not the fastest but people can under estimate the special damage output + tankiness Empoleon has.

Why is it that gen 4 had the worst cries in the entire series? Especially since gen 3's were so great.

Gen 4 easily has the best cries in the series. Gen 3 is also fantastic though. But up until gen 4 a lot of cries were recycled random noises that had little relation to the actual pokemon aside from "dog pokemon so vague bark noise". But a lot of gen 4's cries if not even given the image I can tell what animal it's supposed to be.

This. Aqua jet would accommodate for his slow sleed pretty well helping him clean up after a hit. Problem is of course it hits for jack shit due to his low attack.
