This is true. Gary/Green/Blue fuckin shit why does this dude have so many names was more like an immature brat than an actual asshole. He even grew up to be a nice dude. I didn't even like Gen 1 much but he's probably still my favorite rival just because personality wise he feels almost relatable, he's like that one dude who annoyed you as a kid, but became one of your homies once you both just grew the fuck up. Silver's just an asshole for no reason in GSC, and in HGSS it just becomes for muh sad story feels

Barry is the best rival because he is such a good energetic guy you get the feeling he could easily replace you as the main character of the story, he makes you prove yourself without even meaning to, just by being himself.

I liked the gen 6's rival starting out thinking she was your mentor, then slowly losing her self worth as you kick her ass over and over and over. My favorite one was when she calls you on the phone to request a rematch, confident that she's trained hard and is going to win this time, then you effortlessly plow through her.

While I didn't really like Silver, since I thought his edginess was a little forced and him being redeemed from only losing a couple battles didn't seem outright believable, I do agree that we need more serious rivals. We really hit rock bottom with gen 6, those "rivals" were so god awful.

Blue is overrated as fuck as a rival, he works way better in retrospect as a snarky counterpart to the quiet, reserved Red.

Silver isn't that great either but he was massively improved in HGSS where his circumstances were elaborated on. Him actually having a reason to steal the Pokemon and go after Team Rocket is a huge improvement. A character should have a reason to act ornery towards the protagonist, being antagonistic for no reason is lazy writing.
