Shouldn't it be International Dex? I mean, National Dex implies that all of the regions we've seen so far are all in the same country; all 800~ exist in the same nation.

Because back when it was named, all of the regions were part of the same country. Professor Oak states this in DP.

It wasn't until Gen 5 that we had regions outside of Japan.

the first 4 gens took place in a fictional version of Japan. With the regions literally being regions of Japan. Yes now that we've left Japan it should be retconned.

Just because the regions in Gen 5-7 were based on countries other than Japan doesn't mean they can't all be part of the same fictional country.

Hawaii is far away from mainland USA and you have to pass through another country to get to Alaska. Being far away doesn't mean anything, Sinnoh is said to be far away from Hoenn too.

All the regions are one country, hence why they're called regions and not countries. Even if they have different local cultures, it doesn't mean they can't be a united body.

regions =/= nations
It could very well be they're all part of the same nation, which could but does not have to be a single world-nation.
The question then becomes, who rules this nation?

That's the funny thing, we've never seen political figures in the games. We know things like the police and free healthcare for Pokemon exist, and MeleMele has a city hall, so there must be some governing body out there, but that's where our knowledge ends.

A lot of people think that the League is the governing body with the Champion as this president/dictator type figure, even though the champion, e4 or gym leaders were never stated to have any political duties.

The Kahunas and Captains do have local power, but this seems mostly confined to pokemon battles and related things.

The Pokemon world is an anarchic (in the actual meaning of the world, not the edgy AntiFa one) meritocratic utopia. There's no ruling state but people look for leaders within their regions top trainers. Pokemon caring and training is so ingrained in their culture that they see their most talented battlers as their de facto leaders.

The regions resemble but aren't shaped like their real life counterparts one-to-one, Kalos is close to France but Unova is very different from NYC.

More than likely, the regions and fictionalized versions of their real-world inspirations coexist on the same planet.

why isn't it just the Pokedex?
we can qualify specific region's Pokedex by calling it the Hoenn Pokedex or what have you, because the current national pokedex is simply a list of all existing pokemon
also, there are now confirmed extradimension/extraterrestrial pokemon in abundance, not native to the pokemon world at all

Keep in mind there’s a frozen tundra in Kalos... which France doesn’t really have. The Japanese regions are the closest to a 1:1 translation mapwise... but is that any sort of surprise given who makes these.
