The main issue is lack of shit to talk about and the physical and mental underage problem that follows pokemon.
Give the board more shit to talk about, give more people a reason to be here, and give people room to collaborate and make shit, and you get a good board.
The reason /tg/ was as good as it was is at least half due to the fact that there are a gorillion tabletop games they have to discuss and strip for content.
The reason it has started going downhill is at least half due to the fact that now the vast majority of the board is exclusively D&D and 40K. More subjects to talk about and work with are good.
It wouldn't be overnight, and it wouldn't be a garuntee, but short of normies starting up Pokemania 2, it's the only real shot /vp/ has.
