Assuming Gen II, Red.

It’s a close match with Red’s dead weight Pikachu but Espeon could probably beat out Alakazam using Bite, Gyrados wasn’t a great water type until the Gen IV split, Rhydon and Exeggutor are too slow, and Venusaur and Blastoise are bulky enough to wall any other threats. Not to mention that Snorlax was the king of Gen II competitive.

If Snorlax does not have Earthquake, Rhydon is a hard counter. Also, Exeggutor is a top five mon in Gen 2, with Sleep Powder, Explosion and whatnot. The rest of his team is somewhat mediocre.

On the other side, Charizard is actually pretty dangerous in Gen 2. If Alakazam gets paralyzed, put to sleep or knocked out, Charizard can sweep.

What about the Light Ball? With proper coverage, Pikachu could really put a dent in most of Blue's team.

Uh, yes it did. You could only get it by transferring the starter Pikachu from Yellow to GSC, though.
