I doubt they can be encountered more then a set amount of times but I have hopes they won't be shiny locked.

Yup, didn't even work on stationary Pokemon (legendaries + two Kecleon + Sudowoodo) until gen 4.

Then it will say its from Johto instead of Kanto which ruins the whole appeal of that Mewtwo. If it doesn't say it was from Kanto, no reason I wouldn't just prefer doing it in USM assuming it isn't locked.
