Then, look at the moon symbol (which is a weird design choice to begin with) -- at the angle Electabuzz is facing, if the symbol was centered on its torso, not as much of the symbol should be showing. It also doesn't look like it curves corrected, almost as if it was pasted on. There's also some sloppy linework around the mouth.
As for the coloring, I don't think many of the white highlight lines (especially prevalent on the tail) are used on Pokemon -- they're usually reserved for human character hair.
