Gastly is almost as bad because most of its moves are physical or status. It doesn't learn any good special moves until it evolves.
And both Pokemon's final evolutions occur through trade, so they get the additional BST increase just from the difficulty of acquiring a trade evolution.
Ralts is different. Ralts does not evolve through trade. Ralts gets the offensive moves it needs to be viable without TM. Therefore Ralts does not get that stat increase to convince people to use it.
