There's no canon couple in Pokemon games and there's always tease with lots of characters, and the relationships with a SILENT PROTAGONIST with almost any character is up to interpretation and role play to fill the blanks, so Lillie is not straight or not even lesbian or bi. As for Lillie's part, Is there teasing and building for her being with either main character? Yep but saying it's canon is utterly stupid. Thats not about an scene, but her interaction through the game with the protagonist. As for her sexuality, like almost any important character that interact with the protagonist, it's left very ambiguous and that's it.

I don't think game freak is very traditional of reinforcing family values but they are neither lgbt militants. They don't have any agenda at all, but I don't feel homophobia in them at all. Most artists think outside the box and it's pretty clear that Pokemon company is not conservative at all.

In Japan is normal and even expected for young girls to have "crushes" with other girls. If it lasts after their late teens then that is when it becomes frowned upon because that means actual lesbianism. So Lillie can have actual feelings for the protagonist regardless of gender and still not be gay.
