You can say Gen 1 gym leaders are forgetable. That is contradictory to saying there is gen 1 pandering however. Also you must have never watched the anime or played the card game becuase they are all over that. I must familiar with gen 1. I only remember a few from the other gens.

BW was the game that started actively characterizing the gym leaders. All of them had an actual job outside of the gym and most of them had a story bit outside of the gym.

Every gen has had random NPCs who talk about the gym leaders. It wasn't until gen 5 that they made it a point to give every one of them actual in-game characterization. The triplets are the only ones who don't, but their gimmick was probably deemed to be memorable enough on its own (and they did get a bonus scene in the sequel).

Hoenn's E4 was particularly forgettable, in large part due to how easy they were. But Sidney should not have been as forgettable as the others, considering he is the very first one.

Eh, Elite 4s are forgettable as a general rule. the gen 1 Elite got sort-of backstories in the remakes. in gen 2 3/5 are old characters we already know from the previous game.

Come to think of it, the elite 4 are always pretty forgettable. I remember Karen, Sydney, Phoebe, Drake... Uh, the fire guy from gen 4. Flint?
