It is, unfortunately. Speed is, as much as it sucks, the most important stat. If you don't go first, you need crazy bulk to be able to take more than two hits, and some form of reliable recovery to offset the damage you take. Vikavolt has none of these.

passable bulk and access to roost kind of are the only things saving it from not being completely redundant behind galvantula who is already pretty bad

well yeah kind of, aside from the "passable bulk" part
its not like steel was a good attacking type prior to fairy existing
and it sure as fuck doesnt have coverage options
but it was bulky enough to come in, take a hit while dancing then smash some teeth in and/or roost off damage when its taking less than 50% per hit

Assuming IVs are equal across the board, EVs should be 100/100/0/0/58/252 and it should have a Jolly nature. This should equate to a Speed stat between 169 and 203, which is usable if battling for shits and giggles but considerably slow compared to OU.

Xurkitree is literally better in every way, sans Earthquake weakness. Galvantula is better in most ways.
It isn't fast enough to patch its speed, and it isn't a good trick room mon because it is ass outside of TR
Its coverage is only okay, and its bulk is meager.

You can not. Its speed is not the real problem... Vikavolt is not bulky, also its move pool is very bad.
I like Vikavolt but there is no hope for it. Until a pokemon gets auto trick room as ability.

Same with golisopod, its ability just make it worst. But at least golisopod is very bulky with assault vest.

Agility is for those with a high enough base speed with some way to augment offense like a combination of ability, STAB, and items.
