The sizes listed in the Pokedex are averages, smaller and larger specimens exist.

This is shown in-game by those NPCs that will measure certain Pokemon, and Ash's Shiny Noctowl was shown in its debut episode to be smaller than normal.

Really wish this carried into the game. Each individual pokemon you catch has its own size in a scale set for that pokemon.

We do have the Height, but we also don't have the Width or Length of the Pokémon. You can easily have a 5'11 Height Fabric but that would sure be "smaller" than an Ursaring.
A proof of what I'm trying to say to you is that there are worms that can easily reach 2m or 2,5m but its width and lenght are so low that it'd be sure smaller than a 2m or 2,5m Bear.

We do have the weight though, which should give an accurate assumption of how much mass the pokemon has.

The pokedex stats seem to be averages and they never specify how the measurements are done. Ursarings pokedex stats actually fall into the sizes listed on wikipedia. Ursaring should be bigger or they should remove the "giant" part of the entry.

As a kid whenever I tuned into the anime I never realized that Noctowl was supposed to be shiny. I just figured it was another example of the anime's colors being different from the games, like with Oddish, Pineco, and Sneasel.

Those are different forms of one specific line of Pokémon. He means that every single Pokémon you catch you can check their stat screen and see how big or small they are, or how much they weigh. You would probably be able to influence it by certain training styles or items, too, so that you could make them consistent.

By standing height, yeah. Meanwhile it's the length of Dunsparce. So if you had a Dunsparce standing on its tail it would be the same height up to Salamence's head
