It only works with Entei imo, since it looks like volcanic ash rising from a bunch of mountains. Raikou's should be black and look more like billowing clouds, as opposed to a purple rolled-up sleeping bag. Suicune's is just a mess, honestly; a lot of elements to its design could be improved, including the toilet paper.

They really aren't, though. The cape and tail look stapled on, like a bad art project. Not to mention there's really no reason for the mask; it just comes across like it's got a bunch of plastic removable parts.
