What about the fact that Exeggcute, Dratini and Rhyhorn arent native to Kanto? Which is why they're only in the safari zone? Yknow the whole point of a "Safari Zone". Dratini is native to Dragon's Den in Johto, Rhyhorn is found in abundance on Sinnoh where you can also find the Protector item and Exeggcute is endemic to Alola before being shipped to Kanto where they go a dramatic change in evolution because of its climate. Wild Exeggutor are also found ONLY in Exeggutor island.
