Dragon Hammer and Trop Kick would be a fine place to start

As for specific Pokemon, Earth Power would go a long way on base Necrozma. Only a few Dark types outright ignore it and the ones that resist it are frail anyways

And I'm not sure why exclude mega capable bug types but Scizor, Pinsir, Heracross and Bedrill could also use it.

It might not fit most of these thematically but fucking Alolan Sandslash gets it by TM, but that's right, I forgot it became a TM this gen so those bugs stay screwed out of it.
