It said it wears it. It didn't say when it wears it though. It didn't say it wears it after birth, it juts wears it when she dies.
So theoretically, a cubone and it's mother could be together and then she dies and he exchanges the skull it wears for her's.

You contradicted yourself.

That is it's mother but it's not it's mother's skull. If we remove the dex bullshit, the skull would probably just be part of Cubone's body. Which makes more sense

Except this is exactly how it happened in the games. TR killed the Marowak meaning Cubone would never have been given the skull. It's supid dex fluff that contradicted the whole game.
