I didn't expect anything more, the only reason ORAS had all those legendaries was for VGC. This is going to be a regular thing now, cram the second set of games full of legendaries so that people can use them in VGC.

The number of legendaries have built up so much that it's gotten harder and harder to come up with excuses to make them all available. As of gen 6, they just stopped pretending they were anything other than obligatory legendary battles.

Some people like to play competitively. That means there are rules. Such as the VGC 2018 rule where all Pokemon must come from SM/USUM. This is the only way to make them usable.

They're devoting time and resources to develop a whole feature that they could have spent elsewhere by instead giving them out like they've done since 4th gen. More so the 3DS games as a whole, though.

Most legendaries just rot in your box after you capture them. I didn't touch 90% of the Hoopa rings in ORAS except for that one time I tried to SR for shiny Reshiram since shiny hunting was all that was left to do after you finished the godawful Delta Episode.
