All Special Pokemon are Legendary. Not all Legendary Pokemon are Special. Legendary and Mythical are distinct categories, which seems stupid due to legendary and mythical being synonyms, but keep in mind the Japanese name for Mythical has more to do with illusions/phantoms (referring to their availability and not being required for official Dex completion).
