Game Freak doesn't care about muh feels, if they categorize it as a legendary then it is one.
Also,the commonly repeated argument "Game Freak wouldn't bother creating a separate category for only a few Pokemon" isn't valid because major legendaries and mythicals have been distinguished from regular Pokemon (including sub-legendaries) in-game since Crystal, and there were only five of them back then. And given that sub-legendaries are still mechanically identical to regular Pokemon, there was no reason to include the UBs in ANY category, let alone one that also includes confirmed legendary Pokemon, if they weren't themselves legendary.
