There is many possibilities. But it will probably have to do with the fact that if you are brought from an alternate reality, like Anabel and Looker for example, you lose your memory, probably to avoid any timeline fuckery like running into yourself or similiar. That could be the reason, he brings them from another reality and tells them who is in charge. Also Giovanni has had the most experience as he tried to bring Team Rocket back already.

Team Skull is my favorite villain team but they're objectively the most pathetic. Their main goal seems to just be to fucking survive judging by how dire the state of their "hideout" is

I just remembered, but in that recent short anime special with each boss, didn’t their stories do a cliff-hanger thing because they actually suceeded? What if that was a buildup to this, and we’re getting another special with Rainbow Rocket or whatever?

If you're thinking about Generations, then no it basically plays out exactly like the games.

Giovanni goes missing, Archie/Maxie unleash the wrath of Kyogre/Groudon, Ghetsis has the Unova Leaders confront him, ect.
