If its true that Giovanni is from the same universe as SM, and he brings the other villians through the Ultra wormholes, why is he creating RR if he disbanded rocket to train? I thought the point was that Red showed him something he'd forgotten, and left his villainy behind for his pokemon?

You're thinking of Origins Giovanni.
In FRLG they retconned it so that Giovanni still had his ambitions, which was kept for his later appearances going forward (HGSS, B2W2 and Generations)

Pretty much what >>33979694 said, really. You have to remember that he managed to form a criminal organization big enough to control a Casino in the same city where a Gym was located, while being a Gym Leader, something the League didn't know about.
He's a cunning man. He knows how to make business, he knows how to control people. Disbanding TR could have just been a ploy to be under the radar while attaining more power to strike back.

Because the idea is that he WON, meaning he wouldn't need to disband Team Rocket to run off and train.
Same goes for Ghestis not having his BW2 appearance.
