Who cares? Most of their shinies are terrible anyway, Dialga, Palkia are a slightly different shade, Mewtwo, Lugia just have their bellies swapped and Xerneas, Yveltal are utter abominations.

Literally the opposite, like it happened in ORAS. These legendaries are from different universes so there's no reason to lock them. If you're lucky you might end in an universe in which Xerneas/Yveltal/Groudon/Kyogre/Rayquaza are shiny, even if they weren't in the canon story in the games

Zygarde, the Tapu, Cosmog line and Necrozma are already catchable in the Alola story (main game or post game) so they are getting shiny locked
Maybe the UB aren't locked this time because you're getting just a random UB from their homeworld but the other ones are clearly getting the lock
