That makes perfect sense. Raticate and Mimikyu both already have multiple forms (Raticate: regular male, regular female, Alola Form; Mimikyu: disguise, busted disguise) so they overlooked it when going through it to scrub the USUM forms. Similarly, there was a Lycanroc placeholder (presumably Dusk) and Lycanroc already has multiple forms. And remember Xurkitree was missing at first so this was likely just done by some intern.
