I like it because I thought Giovanni's plan to make a perfect Pokemon in the movie was one of the things that made him more interesting than a regular mob boss. Otherwise he's just kind of the most vanilla of the game villains.

Making Giovanni the leader when they could've all held equal positions and it would've made a lot more sense does make it kanto pandering.

As much as I'm annoyed with Gen 1 Pandering, not every Gen 1 reference is shoved down our throat done in terrible way.
Team Rocket is probably 1 of the best teams out there. They weren't planning on taking over the world with some over-powered legendary. They just wanted to dominate Kanto, later Johto, and then Sevii Islands in the remake.
Besides, Gen 1 pandering sounds kind of weird for this. Only because HGSS are the only games where they mention Giovanni wanting to make a comeback. I don't think FRLG made Gio thirsty for more during the Sevii Island run.

You could go more in-depth than that. Gens 6 and 7 were heavy with the gen 1 pandering. Except it made sense in Gen 7 because of the Go crowd, VC games, and 20th anni.
