After one Vulpix called for help five times succesfully or so, KO it and use the other Vulpix to chain until that one called for help succesfully five times and so on.
I forgot whether it's already snowing where you can catch a Vulpix, but if it does, bring a mon that can change weather too. Snow Warning activates as soon as it enters the battlefield, so you know you meet one as soon as it appears.
