If this is normal Giovanni that found out how to open one up and jumped in the wormhole, then I'd say no (unless Silver somehow jumped in after him, which is unlikely).
If it's Mega Giovanni who just discovered how to open them and just decided to make Alola the base of his plan, then there's a better chance. Perhaps Silver could chase his father to Alola to try to stop him.
If this Giovanni came from a universe where Red never beat him (like he did in the other two) and therefore never abandoned Silver, he very well could be a villain alongside his father.
All in all, I doubt Silver will be in USUM, though I do think it would be somewhat interesting. Since they're bringing every villain, will any heroes (or alternate versions of them) show up to help our hero defeat TRR?
