literally the very first Champion is fleshed out, meets and battles you multiple times during the game and has the most dialogue of any character.
also Kukui exists and has a personality, even if he technically isn't champion

I think that's probably why Blue is so memorable even though his team sucked. Because as a character he was out for your blood. Even when you beat him he wouldn't even give you the satisfaction of honoring your win, he'd just jeer at you and let you know that he's still ahead of your regardless of if you win or not.
