Liquidation is almost objectively better than Waterfall - fact. It just misses out on that shitty flinch rate, otherwise it's more powerful and also has a chance to drop defense.
It is a bit weaker than Aqua Tail, but the latter has imperfect accuracy and no side effect, so I'd say Liquidation is a bit better. But that's subjective
Crabhammer though is the best physical Water move. Same accuracy than Aqua Tail yeah, but 90 isn't bad. It also packs very good base power and a high crit chance.
on the other hand, comparing Lava Plume to Fire Blast is asinine, One is for more defensively-oriented pokémon that are more reliant on the burn chance than damage, whereas Fire Blast is for faster, more powerful attackers that need to do as much immediate damage as possible. You wouldn't run Scald on Greninja (at least not as its strongest STAB), nor Hydro Pump on Toxapex. The very same can be said about Lava Plume vs Fire Blast. Both are great, but each in a different scenario.
