The thing is SM exist. in the case of ORAS which was still lacking, it didn't need megas to feel new. it was a remake it was worth to play without it but they still added it.
USUM is just like platinum and emerald a "3rd version" that can't even give us 10 alola forms and atleast a postgame like platinums battle-zone (even without frontier).
instead it gave us a dog with 2 stats from speed to atk, another pikachu hat and nothing new to use in the main playthrough.
