Lost his memories after becoming a Faller like Anabel, except he ended up on some deserted islands. Probably met some abandoned Pokemon while he was there and decided to set up Poke Pelago.

Lusamine even meets him at some point during USUM and decides to leave him be since he's apparently happier now than he ever was before.

Why do they bother setting up semi-interesting plot points when they always resolve them in the least satsifying way possible?

Because the world isn't always built on satisfying results. This likely happens near the end of the game where Lusamine is guilt-ridden over being a shit parent and person, the last thing she would want to do at that point is drag him back into her miserable life and risk causing some sort of traumatic backlash to his memory loss.

Lost his memories, but still remembered his purpose in making a sanctuary for Pokemon and does so with all his heart. He arrives in Aether Paradise and meets Lusamine and complements her on doing the same. She doesn't know what to do so she acts like she doesn't know him and lets him go back to his new life without telling him anything.
