Its typing + Lightning Rod give it a unique set of resistances and immunities, and it is also a great wallbreaker and stallbreaker. It isn't JUST a switch-in to other more splashable pokemon since it can pull its weight in other ways.
Stakataka is just a shit pokemon that hits moderately hard, with a terrible stat distribution and a garbage typing. It doesn't do much other than (assuming it is a neutral move) tank a hit and do little in return. If it had recovery and a better typing, maybe it'd be worth something - but as it is, it is a worse Aggron. Aggron has way more speed (which says a lot because Aggron has only 50 base speed) and access to Rock Head + Head Smash, plus elemental punches and Low Kick, and it STILL manages to be a bottom tier mon. Stakataka has no niche at all.
