In gen III, the kyogre groundon rayquaza scene would have looked silly rendered with ingame sprited. Gen IV, the legendary pokemon reveals in HGSS were absolutely awesome moments. Gen VI the post game AZ cutscene and battle created some real emotion. Then there's SM and USUM. These use way too many cutscenes for exposition, without any emotion, bland characterization, and the MC has that fucking smile. It's just attrocious in terms of how they are used. So no, there is no such thing as too little cutscenes, but using them correctly (or making them skippable to allow replay value) can be very important
