Animals adapt to the environment. An animal can only be 'perfect' relative to the environment it is in, and even then they never will be because once you can survive and reproduce evolution basically says "good enough" and stops putting effort into stuff like developing better eyes or kidneys or whatever would make it better than 'good enough'

It's based on how the coelecanth has barely evolved over time because it has no evolutionary pressures. It's "perfect" in the sense that it no longer needs to adapt to its environment.

They're not saying it has the best developed body, they're just saying that it found the perfect body for the use it needs and thus doesn't need to change anymore.
