STILL WORTHLESS DEX FILLER THEY STILL CAN'T DO ANYTHING AT ALL
I just hoped they would get SOMETHING. Right now they have no reason to exist and even in USUM they got NO MOVES. Literally less viable than unown

Have you considered that, maybe, just maybe, that Cosmog and Cosmoem being useless is, oh, I don't know...
Intentional, mainly so Lillie isn't running around with a stupid powerful Pokemon beyond stress-inducing Teleporting and Wormhole Opening?

They were part of the story, so if you haven´t spiled yourself before the release, you would have been suprised, that these two evolve into Solgaleo/Lunaala.
