USUM is a pet project of the junior GF devs, and was not adequately hyped, or even explained, until the eve of launch. As there was no major new content (the plot is more of less the same), there was nothing to hype.

Fairly deceitful on GF's part (small teases of new UBs and plot resulting in an easy pre-order cash grab), but honestly no one should be surprised.
