I think they do pay attention to the western/smogon competitive scene. It explains why Defog has a move tutor in USUM. Hazards aren't used in Battle Spot/VGC.

Defog was an HM not a TM. Its primary purpose in DPP was to clear an area of fog. It didn't see any use competitively until Gen 6 when it removed hazards on both sides of the field instead of just the opponent's side.
