But Raikou is actually a pretty tame example since most of its sets use the Timid, 252 Sp. Atk and Speed configuration. Other Legendary Pokemon such as the kami, Lati@s, Heatran, and Tapu would want to run different types of set with different natures, items, and EV configurations. Even banned legendaries such as Mewtwo may want to run different natures + sets.
