Admins don't show up because they never existed. Giovanni never retired, still based in Kanto and won. The admins are from the Team Rocket remnants.

The only reason GSC's Team Rocket exists is because Giovanni failed the first time around. There's no reason for them to show up in a universe where Giovanni succeeded.
