Their real reason is even more pointless and arbitrary. Apparently it was because they're "still in Alola", so it "wouldn't make sense" for a bunch of new Alolan forms to appear. And yet it's fine for the regional dex to be expanded with completely new Pokemon like Zorua and Larvesta?

I was expecting the Oddish line to be in USUM Alolan Dex but no, they didn't include them at all. Same for Swirlix and Slurpuff, the later is like the Malasada Shop Mascot but they didn't even include both of them in this games. Not even in the Island Scan or the Wormholes...
