Also, I wan't a vgc format where 1 or 2 of them in a team are allowed, I know VGC16 was terrible but I still wanna see how they change shit up, but they have to distribute every single one first.

Basically just attach them to ingame events instead of receiving them as a direct gift.

For DP remakes, expand Darkrai's event and include it in the game like Deoxys in ORAS. Basically a new Delta/RR episode where you investigate strange occurrences around the region with Looker, which you eventually discover ties back to Darkrai, which you then have to face once you've caught Cresselia. Keep the Azure Flute, Oak's Letter and Manaphy egg as events.
