Lightning Rod is a cool ability for an Electric type, but its stats are so shitty.
I don't know why it wasn't among the old Pokémon receiving boosts in Gens VI/VII.
I'd buff it accordingly:
HP 80
Atk 92 -> 112
Def 65 -> 75
SpA 65
SpD 80
Spe 68 -> 88
That would raise BST from 450 -> 500. It wouldn't be anywhere near broken.
