It was gen 2, but I feel like that's almost cheating since gen 2 IS basically an expansion to gen 1, it fixes a shitload of technical issues, polishes the systems, and literally expands the same region and features much of the same Pokemon.
I consider gen 2 to be to gen 1 what BW2 is to BW1. But yeah BW1 was much better than RB, RS, DP, XY and SM.
