They literally spent 3 years not generating revenue and needed to push this game out also 3ds was struggling so they needed pokemon to push some sales, then if the 3ds fails they will not make money.
So they made the game so, that everyone will see something like "wow how cool". Then they saw that this is what sells good, because it beat easily gen 5 and masuda decided his time to step down has come.
