what if a trainer drowns somewhere and their pokeballs sink? do the pokemon just stay in balls forever? are there people whose job it is to find missing pokeballs? whose keeping track? the PC administrators? Do they dispatch people to do this? Who gets to make the call as to when to empty a trainer's pc boxes?
