Tough Claws Drill Run is actually stronger than Earthquake, which all Lycanroc desperately needed.
Also boosted Accelrock and Zen Headbutt because why not?

The only thing it loses out now is that it speed ties with base 110, most of which either die to Tough Claws boosted Accelrock or it couldn't beat them at all even if it outsped.
It's better than le ebin -30 speed.

What the fuck Gamefreak, literally same design as Midday and the stats are worse since Speed tiers are more important on offensive mons, especially when 2 base stats in Attack makes no difference.

Duskroc is not staying in OU and might not even be UU, but It’ll be better than the other 2.

Does it learn Sword Dance?
Might change a little and be a frailer but somewhat different from Terrakion due to speed ties with mons like Gengar, Lati@s and friends. Priority helps and needs no Z or mega stone, perhaps still fucked by Landorus and OU friends. Drill Run crits however may transform Toxapex in a check only (Baneful Bunker activates poison on Drill Run, if you ever still find non Protect cancer star).

I see being a pure Rock type isn't exactly an advantage but its best option for line was Rock/Normal for some immunity, Rock Smash removes them in any case.
Being outclassed or competing with Diancie and such still hurts it I guess plus 3MSS.
Let's see Sword Dance should be mandatory usually:

Crunch is not worthy, basically just don't meet Tangrowth or genie of 100 sets or bulky bug of sanic punch, or Swampert. Hmmm...it could turn a solid UU option as Terrakion alternative.

Help me out here anon I'm not sure if you're speaking the same language I'm speaking.
Face the facts, it's going to be another Pu Mon. It might get some plays in the beginning because, meh new Mon syndrome. And the furrys like Verlis who would use it. But after that it'll slowly fall down all the way to its real home PU with the rest of its brothers. It's RU at best.
