But you need to fuse Necrozma before use Ultraburst AND the Ultraburst makes Necrozma recover its original power, just like Primal reversion

I'm talking mechanic-wise, and while yes you do need to fuse them first, Primal Reversion has nothing to do with it at all. Primal Reversion activates as soon as the Pokémon is sent into battle. Plus, Primal Reversion is not their "original powers", so again, it has nothing to do with it.

Why am I being so autistic about this right now who cares.

I'll repeat myself then: even lore-wise, Primal Reversion has nothing to do with it at all. It's not Groudon and Kyogre's "original powers", it's the power they sucked out of the Earth's core and borrowed for a while.
