While it is better have a larger roster, you DO realize there are over 1000 Digimon, right? And this is Digimon, which has a lot less resources to work with and has more risks, They can't shit out anything and expect it to sell, but Hacker's Memory is ADDING Digimon, not cutting any out, and hopefully future titles will learn from this.
So why isn't Monoceromon in Cyber Sleuth? Because the new games actually need to be new games to sell, and not literally 9 new Pokemon (5, but I'm being generous and including forms) You also forget that Arkadimon is the main antagonist of Hacker's Memory, what good would that do having him be in Cyber Sleuth?
