It is, but for some reason spinda could only get it from the dream world, it can't learn it via tutor. Same situation as surf pika (pre USUM), Sludge Wave Gengar etc.

I got some use out of it in PBR Wi-Fi by genning a Timid one. Legality checks were very weak and I believe they only cared about whether the Pokemon could learn the move at all or not
