Because Dusk functions as both despite the name. It evolves at 5-6 PM for US and 5-6 AM in UM.

In japanese the world used for Dusk Lycanroc (tasogare) is the same used for Dusk Mane Necrozma. Despite that we don't have a Dawn Lycanroc that matches the word used for Dawn Wings Necrozma (akatsuki).

It's the same word as the one used for Dusk Mane, which has a Dawn Wings counterpart. So that's probably why.

Wrong. Nips have like a 20 different words for those intermediate periods of the day. They could have easily picked different and less ambiguous words for Lycanroc and Necrozma.
